Pakistani Pollution Punjab Faces A Health Emergency
November 15, 2024 / By Zunair Tahir / Pakistan News
Nearly 2 million people in Pakistan’s Punjab province are affected by the extreme pollution, prompting the administration to declare a health emergency and close two cities. Due to haze, Pakistan’s Punjab province closed two cities and declared a health emergency on Friday.
As the Punjab state is choked by pollution, about 2 million people have been unwell, according to AP.
Senior Provincial Minister Marriyum Aurangzeb announced the health emergency during a news conference. Additionally, the minister pledged steps to address the escalating problem.
At the moment, smog is a national catastrophe. In a month or a year, it won’t all be over. After three days, we will assess the circumstances before announcing a new plan,” Aurangzeb stated.
As a result of the dangerous air quality, schools will be closed for an additional week. Universities and other educational institutions will move to online instruction to protect pupils, according to Aurangzeb, who was cited by AFP.
According to the article, in order to address the current situation, all educational institutions are closed till further notice, medical staff’s vacation time has been canceled, restaurants will close by 4 pm, and takeout will be available at 8 pm. Construction has been halted in Multan and Lahore due to a lockdown enforced by the government.
On Friday, the 11 million-person city of Lahore reported an air quality index (AQI) of 600. An AQI of 300 or above is considered unhealthy.
According to specialists quoted in the AP piece, smog is a result of emissions from numerous automobiles, industrial and construction operations, and crop burning for agricultural purposes.
However, Pakistan’s weather service predicts that in the upcoming days, rain and wind would improve the air quality and minimize haze in the Punjab region.
Dr. Muhammad Ashraf, a professor at Allama Iqbal Medical College and Jinnah Hospital Lahore, is quoted in the paper as saying that the government should take preventative action before the fog becomes worse.
“Every patient has a respiratory tract infection, and the disease is widespread, so it is more of an emergency than COVID-19,” Ashraf told AP.

Inter-Services Public Relations (ISPR) said on Monday that Lieutenant General (retd) Faiz Hameed, the former Director General (DG) of Inter-Services Intelligence (ISI), has been placed under military arrest.
Court-martial procedures against former DG ISI Faiz Hameed have also been started, according to the media wing of the Pakistan Army.
In accordance with the Supreme Court of Pakistan’s directives, the Pakistan Army conducted a thorough court of investigation to determine if the accusations made against Lt Gen Faiz Hameed (Retd) in the Top City Case were accurate.
Accordingly, Lt Gen Faiz Hameed (Retd) has been subject to suitable disciplinary punishment in accordance with the Pakistan Army Act, the ISPR stated.
Furthermore, several documented cases of post-retirement violations of the Pakistan Army Act have also been revealed. Lieutenant General Faiz Hameed (Retd.) has been placed under military detention and the Field General Court Martial procedure has begun.

In Order To Form Government, PML-N And PPP Establish “First Formal Contact”
February 12, 2024 / By Zunair Tahir / Pakistan News
Following the February 8 election, in which no political party was able to gain a simple majority, political scheming has reached its pinnacle. With the support of their allies, the PML-N and PPP have formally begun negotiations to establish a government in the center.
In light of the PPP conversation, PML-N leader Shehbaz Sharif spoke with Maulana Fazlur Rehman, the head of the JUI-F, to reassure him about the PPP meeting and to ask for his assistance in forming the federal government. On Wednesday, Maulana Fazl promised to return to the PML-N.
According to insiders, PML-N offers PPP “president, Senate chairman, and NA speaker” positions.
PPP Central Executive Committee meets today; N-League and PML-Q are set to have a meeting. Shehbaz gives Fazl confidence on PPP talks and asks for JUI-F support.
Similarly, a meeting with the MQM was also conducted in Lahore, while today (Monday) in Islamabad is the scheduled meeting with the PML-Q, which is led by Shujaat Hussain.
The PTI-backed independent candidates are dominating in the National Assembly polls, with at least 93 seats, at the moment of this flurry of political activity. There are 75 seats for PML-N and 54 seats for PPP.
A group led by Shehbaz Sharif met Asif Ali Zardari and his son Bilawal Bhutto-Zardari at Bilawal House in Lahore on Sunday as they formalized their relationship. They talked for almost an hour. The only statement released on the gathering described it as “constructive” but did not present a detailed strategy.
“The assessment of Pakistan’s overall situation, deliberations on future political strategies, and the exchange of recommendations aimed at promoting stability and progress across the board” were among the topics covered in the proclamation.
According to insiders who spoke to Dawn, the PML-N promised the PPP the desired positions of president, speaker of the National Assembly, and chairman of the Senate in exchange for the PDM coalition government’s desire to retain its position as prime minister. When the PPP leaders met today in Islamabad as planned, they announced that they would confer with the central executive committee.
The statement stated that the discussion took place in a friendly atmosphere and reaffirmed the commitment to prioritizing the interests and welfare of the country above everything else. “The leaders of the two parties held meaningful conversations about the current political climate and the necessity of working together for the benefit of the nation.”
According to the statement, the leaders demonstrated a spirit of consensus-building by recognizing the significance of creating a framework for “sustained political cooperation” between the PML-N and PPP, setting the foundation for a more powerful and cohesive response to the problems confronting the country.
In order to guide the nation away from political instability and toward prosperity and resilience, all parties reaffirmed their commitment to this goal. It stated that the leaders emphasized their steadfast commitment to achieving the people’s goals and making sure their opinions are heard and taken into consideration, stressing the apparently mandated decision they received from the “majority of the people.”
Azam Nazeer Tarar, Ayaz Sadiq, Ahsan Iqbal, Rana Tanveer, Saad Rafique, Malik Ahmad Khan, Marrriyum Aurangzeb, and Shaza Fatima made up the PML-N delegation.
Furthermore, reports reported that Bilawal Bhutto-Zardari, who had been in Lahore the day before, had hurried to Islamabad in the morning to see US Ambassador Donald Blome and “discuss with him federal government’s formation and the Feb. 8 election process.” Following his return from Islamabad, the PPP chairman met with Asif Zardari for an hour at the airport before heading to Bilawal House.
On Sunday night, Nawaz Sharif and PML-Q president Chaudhry Shujat were scheduled to meet in Lahore. It was, however, rescheduled for Monday in Islamabad. Three NA spots are now held by the Q-League. A team from the MQM, which has 17 NA seats, also paid a visit to the Lahore leadership of the PML-N and promised to assist in “steering the country out of crisis.”

The army has been stationed in the federal capital as part of the election security strategy and will be called upon in the event of any unexpected incident.
According to sources in the capital police and administration, the commanding officers of the Eight Baloch Regiment, 86 Field Regiment, and 17 Field Regiment stationed at Rawalpindi and Islamabad will be notified by the senior superintendent of police (SSP) Islamabad for deployment and necessary assistance, in accordance with the finalized security plan. In the event of a significant incident, the three infantry regiments will react.
Rangers will be under tier-2 security, while the capital police and Frontier Constabulary will be in tier-1. The army’s next tier, the Quick Response Force (QRF), together with platoons, will move quickly to the scene in case of emergency.
Should a sabotage attempt or act occur, the on-site crew will take the appropriate security/preventive action. When a circumstance threatens the public’s safety, the lives of people, or the property of government employees, the army will be called in for aid.
Dolphin emergency response units, Dolphin mobiles, and QRF mobiles will be on the road from February 7 to 9 to handle any emergencies. While Dolphin Mobiles will cover 17 areas, the Dolphin ERU will monitor 45 localities.
Approximately fourteen platoons, each with nineteen police officers carrying tear gas cannons and shells, were stationed at various locations.
Twelve and twenty-six of these standby platoons, each with ten members, are deployed with SDPOs and SHOs, while five such platoons, each with eighteen members, are also deployed with the IGP.
Additionally, six platoons, each with twenty soldiers, are stationed along Constitution Avenue in front of the ECP. In addition, H-9 saw the deployment of two platoons.
Additionally, 19 police pickets, each with three officers, were erected across the capital.
In the capital, around 990 polling places have been set up, 346 for NA-46, 387 for NA-47, and 257 for NA-48. Of the total, the most sensitive voting places for NA-46, NA-47, and NA-48 are 124,108, and 72, respectively, while the sensitive polling places for NA-46, NA-47, and NA-48 are 49, 59, and 27.
When supporters of opposing political parties and candidates conflict, when attempts are made to rig the election, when political activists, offices, and personnel are targeted, law enforcement will intervene.
The Govt May Block The Internet Due To A “Security” Concern On Election Day
February 7, 2024 / By Zunair Tahir / Pakistan News
While Amnesty International urged for continuous internet access nationwide during the voting process, acting interior minister Gohar Ejaz warned on Tuesday that internet connectivity may be suspended in the event of security concerns in any location on election day (tomorrow).
According to the minister, given the security situation, the government would only think about blocking internet access on February 8 if a district or province requested it.
Mr. Ejaz asserted that the caretaker administration has not yet decided whether to halt internet access on election day and that any such move would only happen in response to a request from a district or province in question.

He said, “The government would look into the nature of the threat before taking any such decision for a specific area as it is necessary to block the online communication of terrorists.”
The day before, Mr. Solangi had ruled out the prospect of an internet outage on election day, citing the ability of local administrations to take such a choice given the state of law and order and the fact that no such crisis had been recorded up to that point.
On election day, the province’s key voting places would have temporary internet connection restrictions, according to interim Balochistan Information Minister Jan Achakzai.

It asked in an open letter to the authorities to ensure that everyone in Pakistan had “uninterrupted access” to digital communication platforms and the internet during the voting process.
“Prime Minister Anwaarul Haq Kakar and Chief Election Commissioner Sikandar Sultan Raja, we, the undersigned organizations and members of the #KeepItOn coalition — a global network of over 300 organizations from 105 countries working to end internet shutdowns — appeal to you, to publicly commit to ensuring that the people of Pakistan have unfettered access to the internet, social media platforms, and all other communication channels throughout the upcoming general election on February 8, 2024,” the statement read.
It stated that the government must prioritize and enact steps that promote human rights by providing unimpeded access to information and channels for offline and online freedom of speech, assembly, and association, as the people of Pakistan get ready to cast their ballots.
The group stated, “This will also contribute to an inclusive, free, and fair election process.”
In a similar event, the federal authorities in question were once again instructed by the Sindh High Court (SCH) on Tuesday to guarantee the seamless and continuous supply of internet service and access to social media platforms, excluding the application of applicable laws until February 21.
Chief Justice Aqeel Ahmed Abbasi’s two-judge panel took up three petitions challenging suspension of internet services, although the Pakistan Telecommunication Authority’s (PTA) attorney was not present.
The high court decided to uphold its prior interim ruling until the next hearing and postponed the hearing until February 21.
The interior, information technology, and communication ministries, as well as a federal law officer, requested an extension of time on January 29 to submit remarks. In response, the court postponed the hearing until February 6 and prolonged the temporary injunction.
Attorneys Jibran Nasir and Hyder Raza, along with the Public Interest Law Association of Pakistan, filed petitions against the ministries and PTA for interfering with the use of social media platforms, disrupting broadband and mobile internet service without a valid reason, and attempting to prevent political parties and independent candidates from using social media to campaign ahead of the February 8 election.
Cipher Case Imran, Qureshi Sentenced To 10 years In Jail
January 30, 2024 / By Zunair Tahir / Pakistan News
In the cipher case, a special court created under the Official Secrets Act on Tuesday sentenced former prime minister Imran Khan and former foreign minister Shah Mahmood Qureshi to ten years in prison.
The Federal Investigation Agency’s charge sheet in the cipher case claims that Imran never returned a diplomatic document. The PTI has always maintained that the paper was a threat to remove Imran from office as prime minister from the United States.
The PTI is running in the general elections on February 8th despite a state crackdown on the party and without an electoral symbol; the ruling was rendered little over a week ago.
Imran was found guilty in the Toshakhana case on August 5 and given a three-year jail sentence. This is his second conviction. The sentence has been suspended by the Islamabad High Court (IHC). Imran had, however, later had his request for the conviction to be suspended denied by a division bench.
However, Qureshi has never had a conviction before.
Judge Abual Hasnat Zulqarnain of the Special Court rendered the decision in the matter. Imran and Qureshi were given a questionnaire in accordance with Section 342 of the Pakistan Penal Code at the beginning of the hearing.
Imran said, “I have said the same in my statement that I do not know,” when the court questioned him where the cipher was after he had recorded his statement. I had the cipher in my office.

The two were subsequently given prison terms ranging from 10 years to life by the judge.
The judge then exited the courtroom after pronouncing the judgment, to which Qureshi objected that his statement had not been recorded.
A PTI official said that Pakistan supported Imran and Qureshi “who defended Pakistan and stood for ‘haqeeqi azadi’” in a post on X.
The statement went on, “No such sham trial can change what happened in March-April 2022, on Donald Lu’s orders.”
“A total mockery and disdain for the law in the cipher case shall not cause us to lose sight of our primary duty to provide Imran and Qureshi justice.”
In the message, it was requested that people cast ballots on February 8.

It ended, “This sentence will be (thrown) in the dustbin in the appeal stage, and God willing, Kaptaan and vice Kaptaan will be back soon.”
PTI Secretary General Omar Ayub Khan encouraged party members to “remain calm and not indulge in any activity that undermines our traditional stance of a peaceful struggle” shortly after the ruling was made public.
“We intend to appeal this decision in a higher court and carry on with our legal battle,” he said. “We will not let the current Kangaroo Court ruling stop us from adhering to this principle, no matter what,” he continued.
“To guarantee that PM Imran Khan’s nominated candidates are returned to the assemblies with a resounding majority, we should harness and channel these energies for the polling day on February 8,” he stated.

In October, the case saw the initial indictment of the former prime minister and Qureshi, who is incarcerated. They had entered not guilty pleas. The government’s notification of a prison trial was deemed “erroneous” by the IHC, which canceled the whole process.
Due to the previously assigned defense attorneys who had consented to lead cross-examinations not showing up for the next two court sessions, state defense attorneys were appointed last week.
Imran had declared that the trial was a “joke” since the government owned both the prosecution and the defense.

The judge closed the defense lawyers’ opportunity to question witnesses in the Toshakhana reference on Monday, while state-appointed counsel wrapped up the cross-examination of all 25 prosecution witnesses in the cipher case. Former prime minister Imran Khan expressed his disapproval of what he considered to be “unilateral” proceedings at Adiala Jail.
The state counsel was assigned on Saturday by Special Court (Official Secrets Act) judge Abual Hasnat Muhammad Zulqarnain since the attorneys for PTI founding chairman and former foreign minister Shah Mehmood Qureshi were unable to cross-examine witnesses in the cipher case.
Ten witnesses had previously been cross-examined by state counsel, compared to four by defense attorneys.
The attorneys for Mr. Khan and Mr. Qureshi engaged in spirited debates on Monday to begin the cipher case hearings, expressing their lack of trust in Judge Zulqarnain. They submitted an application requesting the judge to step down from his position about his choice to assign the state attorney to cross-examine the two PTI leaders’ witnesses.
After hearing the defense attorney’s arguments, the court denied the petition. The court asked Barrister Salman Safdar and Sikandar Zulqarnain, the attorneys for Mr. Khan, if they were prepared to cross-examine the witnesses as he was dictating the order. The attorneys requested that the judge rule on the application first.
In response to the motion being denied by Judge Zulqarnain, the state attorney was ordered to cross-examine the witnesses on behalf of Mr. Khan and Mr. Qureshi. After accountability judge Muhammad Bashir called the hearings in the Toshakhana reference, he departed the courtroom.
Judge Zulqarnain extended the hearings till 11 p.m., at which point the state attorney wrapped up the cross-examination of 11 witnesses, including the former prime minister’s main secretary Azam Khan, the former foreign secretary Sohail Mehmood, and the former ambassador to the US, Asad Majeed.
Judge Bashir of Accountability requested that the defense attorney cross-examine the witnesses during the Toshakhana reference hearing. But Zaheer Abbas Chaudhry, an attorney, showed up in court and presented Wakalatnama from Imran Khan. He told the judge that he needed some time to be ready for the case since he had recently gotten engaged.
However, the prosecution countered that Mr. Chaudhry was the ninth defense attorney to file the Wakalatnama, calling this evidence of deliberate delay.
After the defense team refused to cooperate, Judge Bashir instructed them to cross-examine the witnesses. He then requested Imran Khan and his wife Bushra Bibi to record their testimonies under Section 342 of the Criminal Procedure Code.
In accordance with this clause, the accused may be questioned by the judge “on the case after the prosecution’s witnesses have been examined and before he is called on for his defense.”
A prison official notified Mr. Khan and Mr. Qureshi that they needed to appear before Judge Zulqarnain, who reopened the hearings in the cipher case at a different location within the jail premises, while the proceedings in the Toshakhana reference were ongoing.
A prison official notified Mr. Khan and Mr. Qureshi that they needed to appear before Judge Zulqarnain, who reopened the hearings in the cipher case at a different location within the jail premises, while the proceedings in the Toshakhana reference were ongoing.
Although Mr. Khan was hesitant to come before the judge, Mr. Qureshi did so in order to participate in the proceedings.
Only three court reporters were permitted by the jail administration to cover the more than 13-hour-long cipher case sessions.
Speaking with media representatives, Imran Khan said that the trial’s rapid pace implied that the “match is already fixed.” He declared that US Assistant Secretary of State Donald Lu is being saved at any costs.
He declared that the current events had tarnished the reputation of the general elections and that he was eager to have talks with the establishment. He said that the arrests of PTI members were the direct result of Pakistan’s chief judge. He said that he would request that individuals who have not shown up for electioneering be the subject of an investigation.
According to the PTI founder, Nawaz Sharif, the supreme leader of the PML-N, came back to Pakistan as part of an agreement with the establishment and still uses a “Vigo vehicle” to get to the prime minister’s office. If granted permission, he threatened to organize the largest demonstration ever.
Retired General Qamar Javed Bajwa, the former head of the army, was allegedly “seeking a deal for the opposition leaders,” according to Mr. Khan, who also threatened to petition the court to call Donald Lu, the military attaché, and Gen. Bajwa as witnesses.

In order to modernize the China-Pakistan Economic Corridor (CPEC) and hasten the development of an even closer China-Pakistan community with a shared destiny in the new era, China has declared that it is prepared to collaborate with Pakistan.
In a related development, acting prime minister Anwaarul Haq Kakar stated that Pakistan is reaping the benefits of its early harvest projects and is still working with China to carry out the next phase of the CPEC.
“China stands ready to work with Pakistan to deliver on the important common understandings between the leaders of the two countries, deepen political mutual trust, and expand practical cooperation,” Chinese Foreign Ministry spokesperson Wang Wenbin said in response to a question during a briefing on Wednesday.
Regarding the recent visit of Chinese Vice Foreign Minister Sun Weidong to Pakistan, he said that the minister met with Foreign Minister Jalil Abbas Jilani, President Arif Alvi, Prime Minister Kakar, General Sahir Shamshad Mirza, Chairman of the Joint Chiefs of Staff Committee, General Syed Asim Munir, Chief of the Army Staff, and Vice Foreign Minister Sun Weidong on January 20–22 to have a thorough discussion on issues of mutual interest and bilateral relations.
The spokesman went on to say that the Chinese minister and Foreign Secretary Syrus Sajjad Qazi co-chaired the fourth meeting of the CPEC Joint Working Group on International Cooperation and Coordination. He stated, “China and Pakistan are strategic cooperative partners that are weather-proof.”
Speaking in Islamabad, Prime Minister Kakar stated that Pakistan is reaping the benefits of its early harvest projects and is still working with China to carry out the next phase of the CPEC, having completed the first phase.
The first phase of the CPEC has already been completed, and its early harvest projects are helping us. We’ve moved onto the second stage. During his recent trip to Davos for the World Economic Forum, he was interviewed by CGTN and stated, “We do need more deliberations when it comes to the second phase.” The interview was broadcast on Wednesday by the Chinese news channel.
According to PM Kakar, aviation and road connectivity surrounding industrialization projects was necessary for the second phase of the CPEC.

“Both sides are involved, and we have created a great deal of air, road, and other connecting corridors. The ecology that results from our commerce with one another benefits us,” he said.
Regarding the Chinese economy, the prime minister responded, “I am always optimistic about it,” when asked. Both 1.5 billion producers and 1.5 billion consumers exist. How can 1.5 billion people be divorced from 8 billion people? It must continue to be connected.
The caretaker administration promised on Wednesday, less than two weeks before its term ends, to come up with a strategy to pay off the massive circular debt in the gas and electricity industry.
Over Rs5.73 trillion was reportedly owed in circular debt (Rs 2.5 trillion for power and Rs 3 trillion for gas).
PM Kakar presided over a meeting and gave the relevant authorities instructions to create a workable, long-lasting plan to eliminate circular debt.
According to an official, the PM had previously voiced his displeasure with Discos’ subpar performance and had instructed the electricity division to provide a thorough plan with precise deadlines, roles, and objectives.

Winter break In Punjab Schools Is Probably Extend Till January 8
December 27, 2023 / By Zunair Tahir / Pakistan News
In response to parent demands amid the bitter weather and fog, the Punjabi school education department is considering extending the winter break by one week.
A dense, poisonous fog, sometimes referred to as smog, has engulfed the city, making many people sick, particularly the elderly and school-age children.
Amidst the very low temperatures and heavy fog in the morning, the Department of Education is considering extending the winter break by one week.
Parents have demanded that the school break be extended by one week due to their concerns about the severe weather that is predicted to persist in January.
They point out that a number of private institutions have already been granted a vacation of more than a week, with classes starting again on January 8.
Parents are pleading for an extension of the holidays till January 7 in order to guarantee the safety and well-being of pupils during the cold weather, and this appeal also goes to Punjab government schools.
In a day or two, the Education Department will discuss with the government before making a final decision on whether to extend the vacations.
The possible postponement signifies a cooperative endeavor to give students’ well-being first priority within the difficult weather circumstances.
The Punjab government was forced by the dangerously high levels of pollution to declare early winter breaks for universities and schools. As a result, pupils would not be able to take advantage of the holiday until December 18.
