Pakistan is Adopting a new law that will Soon Make Cars Without Airbags Illegal.

The most popular automobiles in Pakistan lack a key safety feature: Airbags.

The federal cabinet has approved the Automotive Industry Development and Export Plan (AIDEP) 2021-2026, which would safeguard Pakistan’s automotive industry’s safety and development.

From June 30, 2022, all automobiles must comply with the WP.29 set of safety rules, or car manufactures will be prohibited from selling them.

Honda’s best-selling car, the City, lacks the safety function. The top-of-the-line vehicle costs Rs2.86 million. Honda comes in third place in terms of vehicle sales, after only Suzuki and Toyota.

The Changan Karvaan minivan, which is in the same category as the APV, does not have airbags.

The Engineering Development Board, the auto industry’s governing organization, was ordered by the Lahore High Court in February to guarantee that vehicle producers manufacture automobiles with airbags.

Automobiles that are deficient in basic safety features:

  • Suzuki Alto (VX)
  • Suzuki Ravi
  • Suzuki Wagon R (VXR)

Why are airbags important?

Airbags are meant to reduce the severity of an accident. According to research, those without airbags are more likely to suffer serious injuries. This is why they are regarded as a significant characteristic all over the world.

Airbags, on the other hand, are most effective when used in conjunction with seat belts.

It remains to be seen if automakers will adhere to these safety criteria in future models, given the considerably larger risks. However, it may take some time for firms to properly apply these restrictions, but it is unquestionably a positive move.

The group, which represents automobile makers known as OEMs (original equipment manufacturers), has been given until March 10 to submit its proposal, according to Ayaz.

According to him, the EDB’s safety feature suggestions would be accepted in the future budget. Following that, automobile firms will be given notice to execute them, including the installation of airbags.

According to reports, PAMA Chairperson Ali Asghar Jamali believes that installing airbags in automobiles will raise car costs in the nation. Jamali is also the President and Chief Executive Officer of IMC Toyota.

The carmaker had shut down the third generation Swift after selling it for more than a decade, after which it plans to launch the fourth generation car in the Pakistani market next year.

Now, according to the details, the fourth generation Swift is finally expected to appear in the Pakistani market in the second half of 2022. According to the report, the fourth generation Swift is expected to have a 1.2 liter engine and the price of the car in the local market will be between 2.5 million to 2.8 million.


It is worth mentioning here that the new Swift that is being promoted in Pakistan was launched in the rest of the world in the 4th generation hatchback Swift 2016 and it has disappeared from the international market this year. It has been criticized that Pak Suzuki has once again managed to maintain its tradition of launching internationally retired models in Pakistan.

New Auto Policy, Concessions on Electric and Hybrid Vehicles Announced

The federal government has decided to provide incentives on manufacturing and import of electric, hybrid vehicles and electric motorcycles under the new five-year auto policy.

In this regard, various types of taxes have been waived and after June 30, 2022, there will be restrictions on non-compliance with safety standards.

There will be customs duty. The sales tax on hybrid electric vehicles will be reduced by 8.5% and the regulatory duty on imports of hybrid CBUs will be reduced.

Under the auto policy, the regulatory duty on hybrid vehicles above 1800 cc will be reduced by 15% while the regulatory duty on hybrid vehicles below 1800 cc will be reduced to zero.
Under the auto policy, strict decisions have been taken to ensure safety measures. It has been decided to ban the import of vehicles for non-compliance with safety standards. It has also decided to ban the manufacture of local vehicles for non-compliance with safety standards.
After June 30, 2022, there will be restrictions on non-compliance with safety standards.

It is proposed to abolish excise duty on locally manufactured vehicles and also to abolish withholding tax on small vehicles. It will also be proposed to apply tax exemption on small imported vehicles.

Under the new auto policy, the export target for vehicles will be set with a proposal to revise the tax exemption on imported vehicles every year.

Car manufacturers will be given a target of 10% exports by 2026, according to which car companies will export 2% of vehicles next year, while in 2024 4% and in 2025, 7% of vehicles will be targeted.

Measures to increase exports of vehicles and spare parts are also proposed, under which the Ministry of Commerce will be entrusted with the responsibility of negotiating with foreign countries, and tax incentives for exports of vehicles and spare parts will also be proposed.

The Government is Imposing a Six-Month Ban on Imported Vehicles.

The government has decided in principle to impose a temporary ban on the import of completely built unit (CBU) vehicles (imported cars) for the next six months (Jan-June 2022), as well as raise regulatory duties (RDs) and additional customs duties (ACD) on 10 to 12 other luxury items, in order to reduce the yawning current account deficit.

The government thought that by imposing a temporary ban on CBU imports, it would be able to cut its annual import bill by more than $3 billion.

The current account deficit (CAD) hit $5.1 billion in the first four months of the current fiscal year (FY2021-22), up from $2.3 billion in the previous budget (2021–22), which was authorized by parliament and the National Economic Council (NEC) for the full fiscal year.

The administration now fears that the CAD will reach $15 billion in the current fiscal year if present trends continue.

The economic managers met with key stakeholders, including ministries and divisions, to figure out ways to lower the CAD.

PAKISTAN IMPORTED RECORD HIGH IMPORTED VEHICLES IN 2021

Due to high demand for new autos, Pakistan recorded record foreign exchange spending. In Pakistan 2020-21, the country had the highest-ever arrival of new imported cars, followed by the restart of used vehicle imports.

Imports of new automobiles, vans, jeeps, pickup trucks, buses, and two-wheelers totaled 10,513 units in 2021, compared to 1,680, 3,716, and 7,424 units in 2020, 2019 and 2018.

In 2021, 390 new electric cars (EVs) and 19 old EVs will be imported for the first time.
