The Iran-Pakistan Gas Pipeline Is Going Nowhere

The Iran-Pakistan gas pipeline isn’t moving forward despite several promises from succeeding governments that the plan is still on the table. Foreign parties who do not want to see the pipeline finished are the main opponents of the project.

This unsettling truth was brought to light once more during a Senate committee hearing on Wednesday, when representatives informed members that “commercial and foreign concerns” were impeding the project’s long-awaited conclusion.

The US and, to a lesser extent, Saudi Arabia are the foreign quarters in question because they are concerned about Pakistan’s growing economic connections with Iran from a geopolitical standpoint. Commercial issues, such as gas price, project finance, etc., can be discussed bilaterally with Iran.

However, Pakistan is finding it difficult to allay the worries that our international allies have regarding the initiative.

Pakistan’s reputation for upholding international responsibilities is not particularly favorable given the scheme’s ambiguity and lack of commitment.

In its last days, the PDM administration had reassured the people that attempts were being taken to get exemptions from the US for the project in order to avoid possible penalties.

When the next elected administration becomes power, they must approach this matter decisively while putting the needs of the country first. There is little doubt that Pakistan needs inexpensive gas to power its infrastructure and economy.

However, a weak economy cannot support crippling sanctions. In order to convey to the US that Pakistan must respect its promise to Iran, a legally sound diplomatic strategy must be adopted.

In the same way that the yuan was used to purchase Russian oil, various currencies can be utilized if obtaining dollars to fund the plan proves challenging.

Will we comply if Washington demands us to stop these and other plans endorsed by China in the future? We have two options when it comes to the pipeline.

We can either move forward with it and other beneficial plans for the nation, or we can continue to delay it, risk tumultuous international arbitration, and prepare to pay millions of dollars in fines.

Court extends physical remand by three days

The physical detention of Shah Mahmood Qureshi, vice chairman of the Pakistan Tehreek-e-Insaf (PTI), was prolonged by three days on Friday by the special court created to examine matters under the Official Secrets Act.

After his prior 4-day remand in the cypher case came to an end today, Qureshi was brought before the judge. Shoaib Shaheen, the PTI leader’s attorney, and Shah Khawar, the special prosecutor, were present in court for today’s session.

After hearing the reasons from both sides in relation to the Federal Investigation Agency’s (FIA) plea for additional physical remand of the PTI leader, Judge Abul Hasnat deferred his or her ruling.

The judge then gave Qureshi a three-day physical remand extension and turned him over to the investigating team.

Qureshi was detained by the FIA at his apartment in the federal capital for violating the Official Secrets Act of 1923 in the cypher leak investigation.

For “wrongful use” of official secret information and unlawful possession of the cypher telegram—an official secret document—with malafide intent, the CIA has charged former Pakistani prime minister Imran Khan and Qureshi, among others.

According to the FIR No. 6/2023, the probe will identify the involvement of the former prime minister’s main secretary Azam Khan, the former minister of planning Asad Umar, and other friends.

On the complaint of the then-interior secretary Yousaf Naseem Khokhar in Islamabad, the counter-terrorism wing (CTW) of the FIA had filed a case under sections 5 (wrongful communication, etc. of information) and 9 (attempts, incitements, etc.) of the Official Secrets Act of 1923 read with Section 34 (common intention) of the Pakistan Penal Code.

According to the FIR, the case was opened after the resolution of FIA CTW inquiry No. 111/2023, which was filed on October 5, 2022.

It stated that Imran, Qureshi, and their associates were involved in leaking information from a secret classified document to the general public by “twisting the facts to achieve their ulterior motives and personal gains in a manner prejudicial to the interests of state security” (a cypher telegram received from Parep Washington on March 7, 2022).

Two of the gondola’s cables came down on Tuesday in Allai Tehsil, Khyber Pakhtunkhwa’s Battagram district, trapping eight passengers inside for more than ten hours. Pakistani Army commandos were able to rescue two of the eight victims after they spent more than 10 hours trapped inside the cable car.

An army helicopter assisted in the rescue of two of the kids. However, because to the darkness and the windy conditions, the helicopter rescue attempt has been put on hold.

The army made the decision to launch a ground operation in order to use other methods to rescue the six individuals still trapped aboard the cable car.

To recover the passengers, a smaller-sized cable car has been suspended on the same cable. Additionally, food and water are being sent to individuals who are trapped via the other cable car.

The Pakistan Army has also requested assistance from a local cable crossings specialist.

According to Shariq Riaz Khattak, a rescue officer on the scene, the open cable car became stuck earlier in the morning halfway across a gorge and was dangling on just one cable after the other broke.

According to the first account of the event, seven students and one local were riding the cable car to the Batangi Government High School.

A cable in the lift apparently snapped at approximately 7:45 am, leaving the cable car stuck in midair.

Reaching a height of 6,000 feet, the cable car stops. The lift is jammed up, trapping Abrar, Irfan, Usama, Rizwan Ullah, Ataullah, Niaz Muhammad, Sher Nawaz, and Gul Faraz.

Twenty-year-old Gulfaraz, who is a passenger on the cable car right now, told News over the phone that he and the other people on board had been stranded for more than six hours.

He mentioned that one of the passengers, a 16-year-old with a cardiac issue, had been comatose for the previous three hours. Gulfraz revealed that the adolescent was taking a cable car to the hospital.

“We don’t even have drinking water in the cable car,” he bemoaned.

According to Gulfaraz, the first wire snapped around 7 a.m., and a second cable failed shortly after.

The cable car mishap took place in Battagram’s Pashto neighborhood at 8:30 am, according to information provided by the PDMA.

According to the PDMA, the cable car travels through rainfall conduits in the midst of the mountains at a height of roughly two thousand meters.

The youngsters were taking the cable car to get to school in the hilly region of Battagram when they were trapped.

Anwaar-ul-Haq Kakar, the acting prime minister, has called the event disturbing and ordered the provincial and national disaster management authorities to “urgently ensure safe rescue and evacuation of the 8 people stuck in the chairlift.”

Six employees of Pakistan Railways, including two 18-grade officers, were placed on administrative leave on Tuesday as a result of the Hazara Express disaster in Nawabshah last week, which resulted in at least 30 fatalities and several injuries.

In Sindh’s Sanghar district, ten bogies of the Havelian-bound Hazara Express derailed on Sunday, with Pakistan Railways (PR) authorities attributing the derailment on a broken railway line and a hot axle that prevented movement.

Saad Rafique, the minister of railways, had cautioned that it was impossible to completely rule out the potential of sabotage or a technical issue. He also deemed the railway track to be in good condition.

A six-person team was later assembled to investigate the incident.

In a notification released today, the Ministry of Railways stated that six officers had been suspended in connection with the disaster in accordance with Rule-5 of the Civil Servants (Efficiency and Discipline) Rules, 2020, with “immediate effect” and until further instructions.

A divisional executive engineer from Sukkur, a manager of a diesel workshop in Karachi, an assistant executive engineer from Nawabshah, a permanent way officer from Shahdadpur, a power controller for Kotri, and a keyman were among the aforementioned authorities.

The suspension comes a day after a government investigation into the collision found that the Hazara Express’s derailment was caused by a lack of fishplates and a broken track.

According to the study, “[the] accident occurred] due to fresh rail broken and fishplates missing,” after thoroughly investigating all the factors.

The panel also determined that the locomotive’s sliding was a contributing factor in the disaster.

The railway engine had already departed the area without being checked by superiors. Beyond the accident location, “little hitting spots” were discovered on the wooden terminal and iron fishplates. Therefore, it stated, “the engineering branch and mechanical branch are held accountable for this accident.”

According to the paper, sabotage cannot be discounted because the derailed carriages were pulled 750 feet.
“A thorough investigation in this regard is underway,” he insisted. “The Federal Government Inspector of Railways (a grade 22 officer) is on-site to determine the cause of this tragedy.”

Meanwhile, Khawaja Saad Rafique, the minister of railways, has denied reports that wooden pieces were used to fasten the train’s bogies.

The minister emphasized two elements in his speech to the National Assembly today that led to the tragedy and the deaths it caused.

“First, lubricants were used to unclog the two locomotive wheels that were stuck behind the engine. As a safety measure, these locomotives ought to have been completely removed, the minister stated.

He stressed that a section of the railway track between Rohri and Kotri had become problematic because of its deteriorating state, and he proposed that an investment of between Rs10 billion and Rs12 billion could be able to fix the problem. He advised the next administration to think about allocating the funding to stop similar collapses from happening again.

The minister also stated that each deceased person’s heirs will get Rs1.5 million in compensation from the government, although she emphasized that this was not a sufficient remedy.

Rafique also emphasized the need of making investments in the railway industry to ensure its smooth functioning.

Prime Minister Shehbaz Sharif stated that the current arrangement is not a panacea and that he hopes it would “be the last one” shortly after the government received a much-needed $3 billion short-term financing package from the IMF.

A Friday IMF accord was set to expire only hours before the new nine-month standby agreement was announced. Now, the IMF’s board must approve the staff-level agreement with Pakistan later this month.

Although the accord provided a “much-needed breather,” Prime Minister Sharif stated he hoped this new program would be “the last one.”

“This is not a time for arrogance, but rather for reflection on reality. Do countries manage without loans? Let’s pray that this is the last time we obtain a loan from the IMF and that we won’t need to do so in the future, he said to the media in Lahore on Friday after the agreement was reached.

The conversations he had last week in Paris with IMF Managing Director Kristalina Georgieva were characterized by him as a “turning point” in a string of recent negotiations with the international organization.

As it struggles to pay off debilitating external debt, the economy is experiencing a balance of payments crisis, and months of political unrest have discouraged foreign investment.

The country is struggling to afford imports as a result of skyrocketing inflation, the rupee’s record low against the dollar, and a country-wide decrease in industrial production.

“I am pleased to announce that the IMF team has reached a staff-level agreement with the Pakistani authorities on a nine-month standby arrangement in the amount of SDR 2,250 million (about $3bn),” IMF mission leader Nathan Porter said in a statement late Thursday.

According to Mr. Porter, the agreement will be evaluated by the IMF executive board by mid-July.

Since last November, the administration has been trying to satisfy the terms of the bailout arrangement by making hurried modifications to the national budget. According to Mr. Porter, it ended on Friday, and the new pact builds on the IMF’s initiatives under the earlier accord.

A $1.1 billion advance payment would be made under the revised agreement, according to Finance Minister Ishaq Dar, immediately after the IMF board meeting this month.

The agreement will also make other finance available on a bilateral and international basis. Saudi Arabia, the UAE, and China, longtime friends, have already committed or extended billions in credit. The IMF stated that this “will support near-term policy efforts and replenish gross reserves.”

According to Tradeweb statistics reported by Reuters, Pakistan’s sovereign dollar bonds were trading higher after the announcement, with the 2024 issue seeing the greatest gains, up more than 8 cents at little above 70 cents in the dollar.

Shorter-dated bonds had the biggest increases, showing ongoing doubts about the nation’s longer-term budgetary picture.

Later, on Friday night, PM Shehbaz tweeted that the new IMF agreement was a “much-needed breather” that will aid the nation in achieving economic stability. He stressed, nevertheless, that “loans are not used to build states. I ask God that this new program will be the last.

Miftah Ismail, a former finance minister, wrote in a tweet, “We must acknowledge that this IMF accord affords us yet another opportunity to make significant reforms. The people of Pakistan will continue to suffer for the structural and governance failings of their governments if we don’t implement these changes, leaving Pakistan at the mercy of multilateral lenders.

Pakistan’s poor progress in fulfilling the conditions set forth by the IMF for an agreement has drawn criticism from Michael Kugelman, head of the South Asia Institute at the Wilson Centre.

He stated that Islamabad has postponed politically hazardous fiscal policy actions that the IMF had been hoping to see for months.

The government has made the decision to evacuate the residential areas and other human settlements close to Sindh’s shore as the risk of tropical storm Biparjoy, which is currently existing in the Arabian Sea, increases.

All relevant agencies have been placed on high alert to deal with the storm’s effects as Biparjoy continues to intensify after developing into an Extremely Severe Cyclonic Storm (ESCS). The storm is expected to strike Sindh’s coastal districts on June 15 (Thursday).

According to the National Disaster Management Authority (NDMA), the storm might bring about strong gusts, heavy rainfall, and flooding in the province’s coastal regions.

The NDMA instructed the relevant authorities to launch a local language awareness campaign to warn inhabitants of coastal regions about the weather and discourage them from going to the shorelines.

Boating on the open sea should be avoided by fishermen. In an emergency, heed their instructions and work with them, it continued.

In Jail, Parvez Elahi’s Health Deteriorates

After a brief visit to PIC for heart testing, the former chief minister of Punjab moved back to jail.

According to News, Chaudhry Parvez Elahi, the central president of the Pakistan Tehreek-e-Insaf (PTI) and a former chief minister of the Punjab, has been suffering from failing health while incarcerated.

Elahi complained of chest problems and was sent to the Punjab Institute of Cardiology (PIC) for diagnostic procedures and a doctor’s assessment. We are awaiting the electrocardiogram (ECG) and echocardiography results for him.

He has reportedly been sent back to prison, according to reports.

A court magistrate in Lahore sentenced the former chief minister to prison on June 4 for a 14-day judicial remand following his arrest by the Anti-Corruption Establishment (ACE) in a case involving bribery and unlawful recruitments. The court had turned down the plea for physical remand made by ACE.

Following the dismissal of the accusations against him by two different courts on Saturday, this was his third arrest in two days.

Elahi is one of the PTI leadership’s surviving members who continues to support the group. The majority of prominent party figures, including Fawad Chaudhry, Shireen Rehman, Usman Buzdar, and Maleeka Bokhari, have announced their resignations, with others saying they will never return to politics.

The CEO of Sky Wings claims that service would eventually be extended nationally.

Imran Aslam Khan, Chief Operating Officer (COO) of Sky Wings, revealed on Saturday that Pakistan’s first air taxi service would formally launch on June 18 following the arrival of the company’s two aircraft in Karachi.

According To The COO, There Are About 29 Airstrips Across The Nation, With About Eight Of Them Being Completely Operational

After the official ceremony in Karachi, COO Aslam announced at a press conference that the online application for using the air taxi service will be accessible in a few days.

The COO said that on an urgent basis, rapid arrivals and departures could be made to isolated places around the nation via the air taxi service. He stated that there were around 29 airstrips spread across the nation for ticketing and landing reasons, with almost eight of them being completely operational.

He said that both a foreign and a Pakistani corporation were contacted when creating the program. He remarked, “It is highly delightful that the results of the Pakistani company’s developed application are outstanding,” and he said that the program will be employed for the service.

Asim Nawaz, the CEO of Sky Wings, asserted that they were also receiving inquiries from foreign firms interested in investing in the company.

Along with the nine public and private airports in the nation, the service would also be offered from Rahim Yar Khan and Balochistan, he continued.

The service would be progressively extended countrywide, according to CEO Nawaz.

The CEO asserted that the Sky Wings Electric Air Vehicles (EAVs), which are a part of the aviation fleet, have a top speed of 300 kph and a maximum flight height of 14,000 feet.

What Actually New Budget 2023-24 Is For ???

The budget for fiscal year 2023–24, like the majority of recent budgets, places a significant emphasis on borrowing money to finance expenditures, despite the fact that a sizable portion (more than 50%) of current expenses go towards debt payment.

Despite a narrative that indicates otherwise, the process taken to create this year’s budget wasn’t particularly novel, but some of the actions were.

The government has significantly raised the amount of money that may be sent from outside Pakistan without any questions being asked about the source, which is one of them.

A “bar on asking nature and source of unexplained income/assets” is proposed to be placed on this ceiling, which would be raised from Rs5 million to $100,000 (approximately Rs30 million). This action is most likely an effort to increase the nation’s diminishing foreign exchange reserves, which are now less than $4 billion and barely cover a month’s worth of imports.

In an effort to stop the flow of dollars out of the nation, the administration has also suggested raising the withholding tax rate on payments made to “non-residents through debit/credit or prepaid cards” from 1 to 5 percent. If this proposal were to be ultimately accepted, all foreign online purchases (including those from Netflix and Amazon) would become more expensive.

Another new initiative put up by the finance minister aims to make it easier for small and medium-sized businesses (SMEs) to receive bank loans.

Ishaq Dar brought up a central bank program that allows SMEs to refinance their debts at a 6 percent markup during his address. But he emphasized that banks are reluctant to lend to SMEs since they frequently lack a credit history.

The finance minister stated that this will be fixed by the government taking up 20% of the risk for loans made to SMEs under this program.

The budget for this year also included incentives for IT experts and services, giving Pakistani freelancers who provide IT services to overseas businesses the status of a cottage industry. Therefore, independent exporters won’t need to submit a sales tax report.

Additionally, “old and used vehicles of Asian makes above 1300cc” imports are no longer subject to set duty and tax ceilings.

This implies that reconditioned 1300cc automobiles from China and Japan, which have a considerable market in Pakistan, would probably cost more. Smaller vehicles like the Mira and Alto would not be impacted by this change.

The budget offered, among other important sales tax or customs duty exemptions:

Customs tariffs on nappy and sanitary product raw components are exempt.
Customs charges on prawns, prawns and juveniles imported for breeding in industrial fish farms and hatcheries are exempt.

The prohibition on buying second-hand clothes has been lifted. The exemption of contraceptives and their accessories from sales tax.

For nonresident individuals who possess a National Identify Card for Overseas Pakistanis/Pakistan Origin Card and purchase real estate using foreign remittances sent from overseas, there is a 2 percent final withholding tax exemption.

For a builder, a 10% tax liability reduction or Rs. 5 million, whichever is less, and for a person, a 10% tax liability reduction or Rs. 1 million, whichever is less, for three years of self-construction of a home.

In contrast, there were several actions that may affect the average person’s finances:

The elimination of the sales tax exemption for foods sold in large quantities under brand names or trademarks.

An increase in the lower rate of sales tax on supplies produced by point-of-sale shops selling leather and textile items from 12 percent to 15 percent.

The suggested tax rate for electric power transmission services is 15%.

0.6 percent advance adjustable withholding tax will once again be applied to cash withdrawals made by inactive taxpayers.

An increase in the rate of withholding tax on payments made to non-residents using debit, credit, or prepaid cards from 1 percent to 5 percent. (Taxpayers who are not active pay two to ten percent).

It is suggested to impose a federal excise levy of Rs 2,000 per energy-inefficient fan and Rs 20 per cent of the value on incandescent bulbs.
