Petroleum Prices Further Jacked Up

Miftah Ismail, the finance minister, stated on Thursday that the International Monetary Fund (IMF) programme must be revived despite the rise in petroleum development levies of Rs. 10 on gasoline and Rs. 4 on diesel.

The finance minister, who spoke at the news conference alongside Musadik Malik, stated that the new price of gasoline will be Rs 248.75 after midnight following PDL’s Rs 10 per litre rise and Rs 4.85 increase in its price.

High Speed Diesel (HSD)PKR 276.54
Light Diesel Oil (LDO)PKR 230.26
Kerosene OilPKR 211.43

Following a rise of Rs 8.23 in price and Rs 5 in tax, he stated that diesel, which was already priced at Rs 263, would now cost Rs 276.54 per liter.

Similarly, he stated that light diesel, whose price was Rs 207, would be Rs 226.15 per liter after 12am as a result of a hike of Rs 13.68 in price and Rs 5 tax. Kerosene oil, whose price was Rs 211, would now be Rs 230 following an increase of Rs 18 in price and Rs 5 PDL per liter.

Ismail stated that these rates will go into effect at midnight in order to make up for a deficit of Rs 230 billion during the fiscal year that ended on June 30th, 2022.

These costs have to go up because of the nation’s unprecedented high budget deficit of Rs. 5 trillion.

He claimed that although the administration made every effort to alleviate the situation, there was no choice but to raise prices because of the sharp rise in costs.

These levies were required because the government reinstated the IMF’s EFF program, which had been broken by the previous administration and whose time frame and funding had both been raised. The initiative would now last four years and include an increase of $2 billion over its initial budget.

According to Musaddiq Malik, the Oil and Gas Regulatory Authority (OGRA) Ordinance was amended by Imran Khan’s previous administration to allow the regulator to pass on set gas rates to the general public in 40 days.

He said that the division had sought advice from oil refineries about the possibility of importing oil from Russia. He insisted that the Russian envoy had previously confirmed Imran Khan’s earlier claim that PTI was in talks with Russia over the acquisition of cheaper oil.

He said that the government will soon begin importing coal from Afghanistan and that vehicles needed for electricity generating would receive Pakistani visas at the border.

He said that the government was in talks with a number of foreign nations for a long-term LNG deal since spot purchases were extremely expensive and the government had to reject one LNG proposal for the July window.

Affected by Rising Petrol Prices

In recent years, Pakistan’s financial condition has been more turbulent, resulting in unprecedented fluctuations in fuel costs. Pakistan is at a critical juncture in its development, with fast growth and monetary instability.

In Pakistan, the government has announced a fresh price rise of up to Rs30 per liter on petrol, diesel, light diesel, and kerosene oil. Several variables impact petroleum prices, one of which is supply. As a result of OPEC’s reduced supply to other nations, domestic prices have risen as well. Increased transportation and advertising expenses have a substantial influence on gasoline prices, as retail merchants add their profit to the total cost of fuel.

Petroleum Quality In Pakistan

In the past, Pakistan received low-quality gasoline compared to other countries. Pakistan began importing high-quality gasoline with a higher Research Octane Number RON, 92, in 2016. Oil firms are now refining RON or 97petrol.

Hi-Octane Prices in Pakistan

In Pakistan, the Oil and Gas Regulatory Authority (OGRA) is unable to keep Hi-Octane pricing stable. As a result, the price of Hi-Octant in Pakistan varies from one petrol station to the next.

“From Friday, May 27, 2022, the government has decided to hike the costs of Petrol, High-Speed Diesel, Kerosene Oil, and Light Diesel Oil by Rs. 30 per liter. At 12 a.m., the new pricing will take effect. “The new price of petrol will be Rs. 179.86 per liter, and the new price of diesel will be Rs. 174.15 per liter,” the Finance Minister tweeted.

Prime Minister Shehbaz Sharif, according to the Finance Minister, made this difficult decision in the national interest. He stated that imposing such a burden on the general population is a difficult decision for the government to make.

Miftah stated that the decision was made in order to resurrect the International Monetary Fund’s $6 billion bailout package (IMF).

The rise comes only one day after the government and the IMF failed to reach a deal on a financial bailout due to the former’s unwillingness to reverse fuel and power subsidies, causing budget uncertainty for fiscal year 2022-23.

According to a news statement from the Finance Division, sustaining current petroleum product prices at current subsidized rates is continually growing the government’s twin deficit while also creating significant dangers to the energy supply chain.

Oil Marketing Companies (OMCs) and refineries are having trouble acquiring international bank confirmation for LCs/SBLCs, local banks’ unwillingness to open LCs, and importers’ issues securing insurance coverage for particularly high-priced cargoes, according to the statement.

“The government has decided to adjust the present petroleum product pricing in order to rationalize petroleum product costs.” Prices for petroleum goods have been raised in part to make them affordable, according to the statement.

With a Rs. 30 per liter hike across the board, the new price of fuel will be Rs. 179.86 per liter, up from Rs. 149.86 per liter previously. High-speed diesel will now cost Rs. 174.15 per liter, up from Rs. 144.15 per liter previously. According to the Finance Division, the new price of kerosene will be Rs. 155.56 per liter, up from Rs. 125.56, and the new price of light diesel oil would be Rs. 148.31 per liter, up from Rs. 118.31 per liter.
