Punjab Government Of Pakistan Dismissed, A Setback For Ex-PM Khan’s Desire For Early Elections

Pakistan’s LAHORE – Imran Khan’s ambitions to compel early elections in the South Asian country suffered a setback on Friday when a major supporter of the former premier was dismissed from his position as chief minister of the nation’s largest province.

The action will exacerbate Pakistan’s already acute balance of payment crisis and economic collapse.

Khan’s rival Prime Minister Shehbaz Sharif appointed Punjab Governor Muhammad Baligh-ur-Rehman, who on Friday ordered the resignation of Chaudhry Pervaiz Elahi.

Rehman said that he took action because Elahi neglected to request the necessary vote of confidence after the governor had requested that he do so.

Rehman’s decision, obtained by Reuters, stated, “I am confident that he doesn’t command the trust of the majority of the members of the Punjab Assembly, and consequently ceases to retain his position with immediate effect.”

According to the report, Punjab, Pakistan’s largest province, too had its cabinet abolished.

However, Elahi will remain in position until a replacement is chosen, according to the governor’s directive.

According to his party’s spokesman Musarrat Cheema, the ousted chief minister has appealed the dismissal at the High Court.

The dissolution of two provincial administrations led by Khan’s party and coalition allies was announced last week.

He had previously stated that after that his party will also leave the federal parliament, which is controlled by a unity government made up of his opposition parties.

In such situation, more than 60% of the legislative seats would have been vacant, strengthening Khan’s argument for early elections.

Since he was removed from office in April after losing a vote of confidence in the parliament, Khan has pushed for immediate elections and organized nationwide protests to put pressure on the ruling party.

Khan was fired at at one of these protests and was wounded.

The proposal has been denied by Sharif’s unity government, which has consistently stated that the elections would go place as scheduled later in 2023.

Imran’s Removal As PTI Leader Is In Way, The ECP Informs IHC

Following Imran Khan’s disqualification in the Toshakhana issue, the Election Commission of Pakistan (ECP) told the Islamabad High Court on Tuesday that it had started the process to remove him from his position as PTI chairman.

A district and sessions court in Islamabad has postponed its decision on an ECP petition in the Toshakhana case against Imran Khan, according to ECP Director General Law Mohammad Arshad, who also informed the court that the next hearing of the reference has been set for December 20.

The trial court had heard the commission’s argument on November 22 and is scheduled to render a decision on December 15.

In response to its ruling in the Toshakhana case, the ECP had started the process on December 5 to have Imran Khan resigned as chairman of the PTI. According to Article 63(1)(p) of the Constitution, he was disqualified because he made “false assertions and erroneous disclosure.”

Imran Khan’s appeal against the ECP’s decision to disqualify him was taken up by IHC Chief Justice Aamer Farooq, however owing to a lack of time, further proceedings were tabled until Dec. 20.

Imran Khan’s attorney, Syed Ali Zafar, emphasised the case’s importance in light of the ECP hearings. He informed the IHC that Imran Khan was being sought to be disqualified under Article 62(1)(f) in the Toshakhana matter after the National Assembly speaker had mechanically approved the pleas of a few MNAs without providing any justification, documentation, or proof.

He argued that both the ECP order and the NA speaker’s decision were unlawful. The attorney contended that there must be an earlier pronouncement by a court of law against the member in order for a disqualification under Article 62(1)(f) to occur.

He emphasized that neither before the ECP nor when the commission was asked to respond to the inquiries raised in the reference was there a declaration from a court of law against Imran Khan as required by Article 62(1)(f) in this matter.

Therefore, the speaker’s reference is unjustified and unlawful, and the attorney said that ECP should have rejected the reference by concluding that Imran Khan is not ineligible under Article 62(1)(f).

The attorney countered that the ECP was not a court of law and that the Supreme Court had repeatedly ruled that the ECP could not issue a declaration under Article 62(1)(f) of the Constitution. He also brought up the most recent Faisal Vawda case, in which the Supreme Court determined that the Commission lacked authority to issue any declarations according to Article 62(1). (f).

The attorney described the current situation as peculiar since assets were bought and traded legally, yet Imran Khan was nonetheless disqualified by the ECP. He cited several decisions of the higher courts where it was determined that while all errors in statements were not grounds for disqualification, it was necessary to determine if the declaration was made with an ulterior or dishonest purpose.

The attorney emphasized that there was no need for Imran Khan to omit the presents from his assets declaration because he had legitimately and in compliance with the regulations bought the assets, and the ECP’s premise that this was done dishonestly was completely false.

Former Pakistani Prime Minister Khan Will Speak At His First Rally After Being Shot

In his first public appearance since being shot earlier this month in an assassination attempt he blamed on his successor, the former Pakistani prime minister Imran Khan is anticipated to speak to tens of thousands of fans on Saturday.

“My nation will come to Rawalpindi for me.”

The shooting was the most recent development in several months of political unrest that started in April when Khan was removed from office following a vote of no confidence in parliament.
The Pakistan Tehreek-e-Insaf (PTI), the party of Khan, has been urging the government to call an early election before the current parliamentary term expires in October of next year. Saturday’s demonstration is the culmination of this “long march.”

Khan was cited by PTI as stating in a morning tweet, “My life is under jeopardy and despite being injured I am heading to Rawalpindi for the nation.

In May, rallies spearheaded by Khan descended into anarchy for 24 hours, with the capital blockaded and ongoing skirmishes between police and demonstrators across Pakistan.
The police vowed to handle forcefully with any PTI supporters who attempted to enter Islamabad this time.

Informed of potential security risks to the gathering, Interior Minister Rana Sanaullah, who Khan alleges was engaged in the assassination plan, issued a “red alert” on Friday.

He mentioned Al Qaeda and the Taliban in Pakistan as two terrorist organizations that may threaten Khan, adding that “PTI still has the opportunity (to cancel).”

According to the authorities, the murder attempt was carried out by a lone gunman who is currently in jail. Police released a “confession” video in which the owner of the trash business admitted to acting because Khan was opposed to Islam.

However, Khan, a former international cricketer who had a playboy image before he married, claimed he had long warned the authorities that any attempt on his life would be blamed on a religious zealot.

Two days have passed since the government nominated a former spymaster as the next military leader, which brings us to Saturday’s gathering.

Khan appointed Munir as the Inter-Services Intelligence agency’s chief, but he left after just eight months due to a rumored falling out.

Since gaining independence in 1947, Pakistan’s military, the sixth-largest in the world, has launched at least three coups, taking power for more than three decades.

Khan has held many large-scale rallies around the nation since being removed from office, drawing sizable audiences.

The crowd on Saturday is anticipated to be the largest yet.

After days of rumours, the appointment of Lieutenant General Syed Asim Munir as the new army chief and Lieutenant General Sahir Shamshad Mirza as the new chairman of the Joint Chiefs of Staff Committee (CJCSC) by Prime Minister Shehbaz Sharif on Thursday put a stop to them.

Information Minister Maryam Aurangzeb made the statement in a Twitter, stating that President Alvi has received the summary.

Prime Minister Shahbaz Sharif has chosen to nominate Lt. Gen. Sahir Shamshad Mirza as Chairman of the Joint Chiefs of Staff and Lt. Gen. Syed Asim Munir as Chief of the Army Staff using his constitutional authority.

According to the seniority list, the positions of chairman of the Joint Chiefs of Staff Committee and army chief were up for grabs amongst Lt. Gen. Asim Munir, Lt. Gen. Sahir Shamshad Mirza, Lt. Gen. Azhar Abbas, Lt. Gen. Numan Mahmud, and Lt. Gen. Faiz Hameed.

The choice of the new army leader has reached its conclusion, according to confirmation from Defence Minister Khwaja Asif that “the advice has gone to President Alvi.”

The minister said, “Imran Khan now has to decide whether he wants to build the institution of homeland defence or make it contentious.

“President Alvi’s decision to heed constitutional and legal counsel as opposed to political advice will also be put to the test, he continued. He has a responsibility to safeguard the nation against political disputes as the Supreme Commander of the Armed Forces “.

The defence minister had made a casual comment to reporters on Wednesday outside the Prime Minister’s Office (PMO) that the new army chief might be chosen before PM Shehbaz leaves for a trip to Turkey on November 25.

Lt Gen Syed Asim Munir has a range of military expertise. He was Gujranwala’s Corps Commander. He served from October 2018 to June 2019 as the DG ISI as well. Many people were surprised by his brief tenure as the leading spy agency’s director.

It was reported at the time that the prime minister at the time, Imran Khan, was not pleased with him because he was thought to have alerted him to his wife’s alleged involvement in corruption. Gen Asim’s determination to follow the rules was also believed to have irritated Imran.

Gen. Asim was the DG of Military Intelligence as well. He is seen as the front-runner since the government has said that seniority would this time be given priority in choosing a new leader.

On the list of seniority, Lt Gen Sahir Shamshad Mirza is ranked second. He is Rawalpindi’s Corps Commander. He also held the important position of Chief of General Staff (CGS), which was once held by the majority of army chiefs.

Due to his dual leadership of the operational and intelligence directorates in the army, CGS is referred to as the de facto army chief. To put it simply, every file in the army passes through his desk.

Imran Khan, the leader of the PTI, stated on Wednesday that President Arif Alvi was in touch with him and would speak with him on the choice of a new army commander because he was the party leader.

He said that since I am the leader of the party, the president may speak with me if the prime minister can communicate with a “absconder” (a reference to PML-N supremo Nawaz Sharif).

However, “the president and I have decided that we will play with this within the law and do whatever is in law and the Constitution,” Imran said in an interview on a private news channel. “The president will absolutely discuss the matter with me,” he continued, adding that he was unaware of who they would appoint.

Despite current political unrest in the nation, Pakistani Prime Minister Shahbaz Sharif is prepared to pick a new army commander after obtaining a list of applicants for the crucial role, authorities said on Wednesday.

For half of Pakistan’s 75-year existence, the army has dominated the nation and possessed significant political power.

The most recent action put an end to days of rumour regarding a impasse between Sharif’s coalition government and the military over Gen. Qamar Javed Bajwa’s replacement, who is retiring early next week. Imran Khan, the former prime minister, had decided to extend his term due to rising hostilities with India, Pakistan’s neighbor.

Khan was deposed by Sharif in April following a no-confidence vote in Parliament, but tensions surrounded Bajwa’s position after the army chief was accused by Khan of working with the United States to oust his government. This accusation has been repeatedly refuted by Washington, Sharif, and the military.

Outgoing army leader Bajwa addressed the “false narrative” of Khan’s accusations in a televised speech, although he avoided mentioning the former premier.

“Would we be seated in silence if there was a foreign conspiracy? It would be a serious offence, he added.

Keep in mind that there is a limit to patience, Bajwa said, adding that the military had so far displayed restraint. This appeared to be a warning to Khan.

The statements made by the army chief elicited no instant response from Khan’s party. At least one meeting between the former premier and Bajwa was arranged by Pakistani President Arif Alvi in the nation’s capital, Islamabad, in an effort to bring the two people together.

Earlier on Wednesday, the Defense Ministry, which had already received the initial list of applicants, informed Sharif’s office through Twitter that it had received a synopsis of the contenders for the position of new army chief. Additionally, the military tweeted that six senior generals had been proposed.

Sharif has been under pressure to retire from Khan. After beginning a protest march from the eastern city of Lahore on October 28, the former cricket star survived an attempted murder this month that left one bystander dead and 13 others injured.

Sharif and Khan’s acrimonious political dispute breaks out as Pakistan attempts to recover from last summer’s devastating floods. Following the record-breaking floods that claimed 1,739 lives and affected 33 million, thousands of people are still living in temporary housing.

The names of the proposed generals for the top army position have not yet been made public by the military, the government, or both. The six most senior generals serving in Pakistan are Lt. Gens. Asim Munir, Sahir Shamshad Mirza, Azhar Abbas, Nauman Mehmood, Faiz Hamid, and Mohammad Amir.

The coalition government has rejected Khan’s proposal for Sharif to call early polls, stating that the next parliamentary election would take place in 2023 as scheduled. At the same time as Bajwa is retiring, Khan is urging Sharif to do so. In 2016, Bajwa was appointed army chief, and Khan prolonged his tenure by three years.

Gen. Asim Munir, a former spymaster, is regarded as one of the leading candidates for the top position. Any of the generals proposed by the military may be chosen by Sharif.

Imran Khan, the head of PTI, assured Christian Turner, the British High Commissioner to Pakistan, and Ramiz Raja, the head of the Pakistan Cricket Board (PCB), that the upcoming long march would not interfere with the Test series between Pakistan and England, which will begin in Rawalpindi on December 1.

The PTI has declared that it will launch a protracted march against the current administration on November 26 from Rawalpindi.

Prior to this year’s T20 World Cup, England visited Pakistan after a lengthy absence of 17 years to play a seven-match T20 series, which the visitors won 4-3. The second part of the English Test team’s trip to Pakistan will include three Test matches at Rawalpindi (Dec. 1-5), Multan (Dec. 9-13), and Karachi (Dec 17-21).

It should be noted that Rawalpindi City is under the control of the PTI in Punjab. Therefore, the provincial government is directly responsible for setting up and maintaining security in the city.

To get assurances about the security required for the orderly conduct of the Test series, Ramiz and Christian still preferred to meet with the PTI chairman.

The Orange Line Metro Train (OLMT) tariffs have been adjusted by the Punjab government due to growing inflation. The stop-to-stop tariff for the OLMT, which consists of five brackets, has been authorized by the Punjab Cabinet.

Muneeb Sultan Cheema, the provincial transport minister, mentioned the following fare categories:


Rs. 20 for a journey up to 4 km
Rs. 25 for up to 8 km
Rs. 30 for up to 12 km
Rs. 35 for up to 16 km
Rs. 40 from Ali Town to Dera Gujran and vice-versa (end-to-end journey)

Additionally, working women and students will receive fare reduction cards from the Punjab Mass Transit Authority (PMTA). For the convenience of senior citizens and people with disabilities, the department has already distributed free-ride cards.

When discussing the situation with Dawn, a top official said:

We will roll out the distance-based pricing for the Orange Line in phases. We planned to start using our arrangements as of November 18 but were unable to do so since the minutes from the meeting on Thursday were not released. However, we will put it into practice as soon as we have the minutes we anticipate in a day or two. The weekly, monthly, and free travel cards will be developed in the second phase. Additionally, working women and students will be given the cards in exchange for a 30% fare discount.

The discount cards for working women and students are seeking cabinet approval.

Leaders of the Pakistan Tehreek-e-Insaf (PTI) went on the attack on Wednesday, attacking accusations made by a businessman residing in Dubai named Umar Farooq Zahoor that he had purchased the Toshakhana presents delivered to the ousted prime minister Imran Khan during his time in office.

The PTI leaders described Zahoor as a “wanted” and “notorious” individual.

A day earlier, Zahoor came to light and claimed that he had purchased some of the state gifts, including an expensive Graff wristwatch worth at least Rs2 billion, from Farah Gogi and Shahzad Akbar. This is when the accusations of misuse of the Toshakhana (gift depository) against former prime minister Imran Khan took an unusual turn.

Zahoor said in an interview with a private TV network that he had paid $2 million for the pricey things that Saudi Crown Prince Mohammad bin Salman had given to the PTI leader.

He had also claimed that Shahzad Akbar, the previous premier’s accountability adviser, had been in touch with him in 2019 to offer to sell him watches, rings, and other presents. He said that he also has proof to support the assertions he was making.

The businessman continued to claim that after he failed to comply with the requests of his ex-wife Sophia Mirza, he was thereafter subjected to blackmail and fictitious money laundering charges were filed against him by the Federal Investigation Agency (FIA) under Akbar’s direction.

He said that Farah Khan “brought the gifts to my office in Dubai and informed me that the goods had been handed to Imran Khan by the Saudi crown prince,” adding that he was persuaded to purchase them after he confirmed through his sources.

In a news conference, PTI leaders Fawad Chaudhry, Shireen Mazari, and Zulfi Bukhari refuted Zahoor’s allegations and said that the PTI leader was innocent of any wrongdoing.

The PTI has always opposed corruption in Pakistan, according to Fawad. He remarked, “We hold ourselves and others accountable just as equally.

He acknowledged that when Imran Khan visited Saudi Arabia for the first time in 2018, the King gave him a watch.

The chief of protocol receives the presents; the prime minister has no involvement in these affairs, according to Fawad. He said, “The pricing of these presents are then decided by the Toshakhana, which regularly submits them to the concerned Prime Minister’s Office with it being clearly stated what the worth of each item is.

This law had existed before to the PTI government’s mandate, according to Fawad. In actuality, the state was originally only to receive 20% of the purchase price, but our government increased that to 50% so that the national treasury would benefit.

Fawad stated that the chief protocol of the Foreign Office had received the watch. He said, “This present was deposited in the repository of the Cabinet Division by the same official.

Imran later sold the gift for Rs57 million “in the Pakistani market,” according to Fawad, who also noted that capital gain tax was paid for that appropriately, as mentioned in Imran Khan’s tax returns and as declared to the Election Commission.

“The evaluation of the watch set by the Cabinet Division had roughly been Rs 0.1 billion, and 20% of that price was paid whereby this gift became Imran Khan’s personal possession,” he said.

The watch “was not sold to Umar Farooq Zahoor,” according to Fawad, and “Farah Bibi had nothing to do with the affair.” The former minister continued by saying that the party will sue the businessman in England.

Zulfi Bukhari further stated that the watch had been purchased by a “dealer,” who “subsequently sold the set to someone else, possibly to the said person, for Rs61 million,” according to my sources.

Additionally, he stated that the “dealer is currently out of the country and on the run,” but he also made the assurance that “the lie will be unearthed” and that the “dealer will be brought before everyone.”

Iqbal Day: The Government Declares A Holiday On November 9

To commemorate “Iqbal Day,” the 145th birth anniversary of Dr. Allama Mohammad Iqbal, the federal government has declared November 9 (Wednesday) a national holiday throughout the nation.

The development was reported to the authorities on Tuesday.

An official announcement stated, “The Prime Minister has been delighted to demand that November 9 (Iqbal Day) should… be honored as a Public Holiday.”

Millions of Muslims throughout the subcontinent were greatly influenced by Dr. Iqbal in their quest for a free-practicing homeland for Islam.

The day will begin with special prayers said at mosques for Pakistan’s development and prosperity.

Dr. Iqbal was born in Sialkot on November 9, 1877, and is frequently referred to as the “Poet of the East” in Pakistan and other areas of the world.

Iqbal was a well-known poet and thinker. He is recognized with creating poetry and using his political clout to call for the establishment of a Muslim country apart from other nations.

His speech at Allahabad in 1930 was a turning point in pre-partition politics.

In his speech, Allama Iqbal offered Muslims on the subcontinent a defined goal and distinct identity: Pakistan.

At his tomb in Lahore, a ceremony to change the guard will also take place.

Police Finally Register FIR Over Attack On Former Prime Minister Imran Khan

The Punjab police finally filed a case under terrorism charges, with detained suspect Naveed being named as the primary accused, after the Supreme Court threatened to launch suo motu proceedings if the provincial police failed to file a FIR regarding the attempted assassination of former prime minister Imran Khan.

After a delay of three days, the FIR filed in response to Sub-Inspector Amir Shahzad’s complaint at 11:10 p.m. on Monday under Section 7 of the Anti-Terrorism Act and Sections 302, 324, and 440 of the Pakistan Penal Code was registered.

Even though the leader of the Pakistan Tehreek-i-Insaf (PTI) claimed that a plot to kill him involved the Prime Minister Shehbaz Sharif, the Interior Minister Rana Sanaullah, and a top intelligence official named Major General Faisal Naseer, the names of any of these individuals were not mentioned in the FIR.

The prominent military and government officials were named in an application for the registration of the lawsuit that PTI leader Zubair Khan Niazi submitted.

The applicant and the police personnel reportedly fought over creating an e-tag for the application during the events that took place prior to the registration of the case. Dawn was informed of the situation by a police officer, who added that the staff declined to give the e-tag until they had a copy of the application and all it included.

The official stated that the applicant was reluctant to leave it at the police station’s front desk because his political party’s leadership wished to keep the information in the application confidential owing to the sensitivity of the situation. Until the police filed the FIR in response to a sub-complaint, inspector’s the problem remained unaddressed, he noted.

The Gujrat district police officer (DPO) filed the case after IGP Faisal Shahkar instructed him to do so in accordance with the Supreme Court’s instructions so that a copy of the FIR may be provided to the SC today. Additionally, he informed the DPO about Chief Justice Umar Ata Bandial’s directive to register the case within 24 hours.

The Supreme Court took issue with the FIR’s tardy registration earlier in the day and ordered the IGP to file the case within 24 hours if he didn’t want to be subject to suo motu proceedings.

These comments were made by the supreme court during a contempt case brought against the PTI chairman due to the violence on May 25 and the purported PTI violation of an undertaking provided to the court.

Nevertheless, the court issued orders following the hearings about a number of matters, including the attempted murder of Imran Khan, allegations of political meddling in the Punjab police, the Azam Swati case, and the murder investigation involving Arshad Sharif.

In response to the CJ’s comment on the delay in filing the FIR, Mr. Raja stated that he had been informed that the pertinent police station was apprehensive. According to CJP, “No FIR equals no inquiry,” and because of the delay, even the evidence could be changed.

Punjab IG Shahkar, who joined the discussion via video connection from Lahore, explained the delay and stated that, according to the pertinent district police officer (DPO), the police had not yet received a formal complaint. The Chief Minister Parvez Elahi, with whom the IG claimed to have also spoken, had “some misgivings about the content of the FIR,” according to the IG.

The provincial administration has opinions on the topic, but such opinions cannot supersede those of the police, according to the CJP, who also said that regardless of the outcome, the inquiry must continue. The court would back the police in all proper steps, CJ Bandial added, adding that “we will take interest and ensure that this is done.”

The CJP noted that although the government operates independently, no one would be permitted to meddle with police operations either. He warned the IG that “if someone interferes in his job, the court would meddle in their work.” While delaying further proceedings for a week, Justice Bandial instructed the police head to also review the medical findings.
